Welcome and Introductions
-
Revise of Rules of Order and Procedure
- Revisions and updates are proposed to provide greater clarity in the Rules of Order and Procedure and to bring them into compliance with state statute.
- Election procedures are clarified, in particular the dates and voting procedures.
- Discussion about the secret ballot, which is required by state statute.
- Emailed ballots require having a Gmail account to keep balloting restricted, but at the same time the ballot is then no longer secret.
- Paper ballots require those voting to come into the school.
- Aspen Henderson suggests notifying parents that a vote will be held, a parent can then request a ballot, they can be verified as a parent of an Orchard Springs student, and then a link can be sent to them for voting.
- This suggestion meets with approval because it addresses the need to verify voters and to ensure voters’ ballots are secret.
- Council Composition
- 2 School Members
- 1 whose term expires in even-numbered years, 1 whose term expires in odd-numbered years
- 6 parent members
- 3 parent members whose term expires in even-numbered years, 3 parent members whose term expires in odd-numbered years.
- Because we have four new members this year, Aspen Henderson volunteered to serve a one-year term.
- The parent members of the council shall appoint members to fill unfilled parent positions.
- Parent members that are absent from two consecutive meetings will be notified by the chair that if they do not attend the next meeting the council will consider the seat vacant and appoint a parent to complete the term.
- A quorum is necessary to vote. A quorum is equal to a majority of the council members.

- Alicia nominates Michelle Hales.

- Council Secretary
- Alicia Willoughby nominates Otto Krauss.
- Otto requests clarification of the responsibilities of the secretary and to see prior meeting notes.
- Michelle Hales seconds the nomination.
- Voting is unanimous in the affirmative.

Review and approve the minutes of the last meeting (March 18, 2024)
- Error on prior meeting notes. They stated Alicia Willoughby had completed her term. Alicia Willoughby has one year remaining on her term. (The minutes have been corrected.)

- Voting is unanimous in the affirmative.

- The proposed meeting schedule is presented.
- Discussion of days of the week.
- Monday seems to be the best day for council members.
- Discussion of setting the meeting time as 5:15 PM to allow those that work until 5:00 PM to make it to the meeting.

Digital Citizenship Presentation
- State Board Rule R277-491, Utah Code 53G-7-1202(2)(B) and 53G-7-1205(6)(b) require at least an annual report and discussion between the council and district administration or charter school administration that results in coordination of effort to incorporate safety principles at the school.
- Alan Rhees, from the Weber School District Distance Teaching and Learning Department, presents the Weber School District’s Safe Technology and Digital Citizenship Report.
